In order to resolve the issue of the telephone number not coming through on PayPal orders, you can change a setting in their account.
Login to their PayPal account and click on Name in top right corner then...
Account Settings > Website Payments > Website Preferences
Then set this to Required if they want to prevent orders without a phone number.
This fix seemed to bring through the customer phone number from their PayPal account into Florist Pro admin console. Also they can find the number in their PayPal account as well.
